Measurement is central to the achievement of the Millennium Development Goals: when designing a cooperation project it is necessary to set clear, feasible and appropriate development goals but it is equally essential to contemplate a solid monitoring plan in order to operate at the best given the available resources, the needs of the beneficiary subjects and the conditions of the cooperation scenario. The WATSAM Project integrates the monitoring of the planned activities as a systematic and structured action to collect data and information on the project progress with the goal of understanding if the defined targets are being reached, whether the project is in line with the defined objectives and the resources are used in a financially viable, effective and efficient way. The result is an extensive reporting activity that allows not only to keep track of the progress of the implementation steps, but also to compare and evaluate them with a logical reference framework and, if needed, to formulate recommendations for adjustment interventions.
